Esch-Belval, 8 October 2025 – The National Commission for Data Protection (CNPD) and AI Factory officially launched the Regulation Meets Innovation (ReMI) initiative on Tuesday, 7 October 2025, at the Digital Learning Hub in Belval.
This initiative aims to establish a structured dialogue between artificial intelligence stakeholders, regulators, and digital experts in Luxembourg. It is based on the creation of a Community of Practice, organized around thematic working groups, hands-on workshops, and conferences dedicated to technological and regulatory challenges.
ReMI positions itself as a neutral and agile platform that fosters knowledge exchange and the co-creation of solutions to address compliance challenges related to AI and digital innovation.
Cross-sector engagement
To date, more than 150 participants from across the Luxembourg ecosystem – startups, large companies, public institutions, hospitals, research centers, and regulators – have joined the initiative.
High-level contributions
The event was opened by Ms. Tine A. Larsen, Chair of the CNPD, and Mr. Mario Grotz, CEO of Luxinnovation.
Mr. Grotz highlighted ReMI’s alignment with national digital strategies, while Ms. Larsen stated that the CNPD places innovation at the heart of its priorities in the field of artificial intelligence, while constructively integrating fundamental rights into its approach.

Among the speakers:
- Luc Dockendorf, Thematic Ambassador for Cybersecurity and Digitalization, presented a diplomat’s perspective on the uses and abuses of artificial intelligence in 2025.
- Alain Herrmann, Commissioner at the CNPD, outlined the regulatory outlook for AI in Luxembourg.
- Fateh Amroune, Project Manager at AI Factory, presented the services under development, including the MeluXina AI supercomputer.
- The CSSF and BCL shared the results of a survey on the current use of AI in the financial sector.
- STATEC presented an overview of AI usage in other sectors in Luxembourg.
- Dr. Jordi Cabot (LIST) and Dr. Maxime Cordy (SnT) presented their project to develop a technical sandbox configurator for AI, enabling collaboration between regulators and innovators.
- Mr. Misch Strotz, CEO of LetzAI, illustrated the implementation of transparency requirements in generative AI.
ReMI work organization
The second part of the event focused on governance and operational organization, presented by Fateh Amroune (Luxinnovation) and David Benhamou (Sandbox Lead, CNPD).
A work prioritization session was led by Sadia Berdai (Head of Division AI, Innovation & Technology, CNPD) and Daniele Pagani (Lead Partnership Officer, LIST), in collaboration with participants.
Initial thematic working groups
The working groups will initially focus on the following topics:
- Reasoned catalogue of AI testing capabilities and general AI experts in the Luxembourg AI Ecosystem, led by Dr. Alessio Buscemi (R&T Engineer at AIRA, LIST) & Giuseppe Tarantino (Manager Market Intelligence, Luxinnovation)
- Conformity assessment based on internal control, led by Philippe Valoggia (AI Project Officer, CNPD)
- Responsible AI: Embedding Risk Mitigation into the AI Lifecycle, led by Darren Douglas (CEO of Regsearch AI & Luxembourg Ambassador to the Global Council for Responsible AI)
- Best Practices for Pre-trained Model Selection (sustainable, trustworthy, ethical, etc.), led by Sadia Berdai (Head of Division AI, Innovation & Technology, CNPD)
- Cybersecurity & AI, led by Dr. Emilia Tantar (Chief AI Officer at the Luxembourg House of Cybersecurity) & Dr. Qiang Tang (Trustworthy Data System Group Leader, LIST)
A momentum to be maintained
The CNPD is pleased with the successful launch and the strong interest shown by Luxembourg stakeholders in innovative and ethical AI. It is committed to maintaining this momentum and ensuring meaningful participation for all.
The ReMI initiative remains open to new participants. It welcomes all profiles interested in contributing to the development of responsible AI systems (technical, legal, academic, economic, etc.).
