Partial renewal of the CNPD's Collegiate Body: Philippe Ney appointed Chair and Andreea Monnat appointed Commissioner

Philippe Ney and Andreea Monnat joined the Collegiate Body of the National Commission for Data Protection (CNPD) on 1 November 2026. Philippe Ney now serves as Chair of the CNPD.

They were appointed by the Government following a public call for applications and a selection procedure. Their term of office is six years, renewable once.

A member of the Luxembourg Bar for 19 years and a partner in a law firm prior to his appointment, Philippe Ney is a recognised specialist in legal matters and in advising companies from a wide range of sectors, as well as public-sector bodies and non-profit organisations, on personal data protection and artificial intelligence.

Andreea Monnat previously served as Deputy Secretary General of the Luxembourg National Research Fund (FNR). Holding a PhD in computer science, she has nearly twenty years of experience in the fields of digital technologies, management, institutional governance and public research policy.

Together with Alain Herrmann and Florent Kling, Philippe Ney and Andreea Monnat now make up the Collegiate Body responsible for the governance of the CNPD.

Philippe Ney succeeds Tine A. Larsen, who chaired the CNPD from 2014 to 2026. Andreea Monnat succeeds Thierry Lallemang, Commissioner from 2005 to 2026. The terms of office of the two outgoing members ended on 31 October 2026.

On the occasion of this renewal, the CNPD wishes to pay tribute to Tine A. Larsen and Thierry Lallemang for their many years of dedication. Through their expertise and their work, they made a decisive contribution to the development of the CNPD and to the fulfilment of its tasks, at a time marked by profound technological and regulatory change.

The CNPD extends its sincere thanks to them for their commitment to the protection of personal data.
