Application file

The application form can be downloaded here. Applicants are invited to provide detailed information about their organisation, including contact details, an in-depth description of the envisaged project, as well as the expected benefits of their participation in the sandbox.

Selection criteria:

  • Innovation: Applicants should describe in detail the proposed technology, highlighting the possible use of development techniques, as well as the use or integration of ready-to-use AI systems in the local ecosystem.
  • Respect for private life: The CNPD encourages an innovation of trust, where respect for privacy and the protection of personal data is crucial. Projects must address legal issues within the competence of the CNPD.
  • Impact on individuals: Applicants must provide an estimate of the impact of the project on the individuals concerned, be it an individual, a group or a large audience. If the impact assessment is the main purpose of the participation, this request can be made in the section "Expected benefits" of the application form.

Evaluation of Candidates

Applications received will be assessed on the basis of an objective scoring grid according to the following categories of considerations:

  1. Conformity of the Response to the Instructions of the Call for Participation (Formal Conditions)
  2. Adequacy of the Project with the Mission and Strategy of the CNPD (Base Conditions)
  3. Qualitative evaluation of the Project Proposal:
  • Innovativeness
  • Consideration of data protection issues
  • Opportunities envisaged for individuals and society in general

Each category will be evaluated individually on a scale of 1 (least compatible) to 5 (most compatible). Each score will be weighted according to its relevance.

In the event that a particular theme emerges during the evaluation of the applications, it could be chosen to illustrate this experimentation session and influence the evaluation categories by taking into account the compatibility of the project with it.

The Sandkëscht team will review all files and projects and draw up a list of eligible projects with an opinion for the attention of the CNPD Board for confirmation of applications admitted to the regulatory sandbox.
