If you believe that a US intelligence agency has illegally accessed your personal data, which was initially transferred from the EEA/EU to the United States after 10 July 2023, you can file a complaint in accordance with Executive Order 14086.
To lodge such a complaint with the CNPD, you must first complete and submit the signed Executive Order 14086 complaint form. You must then submit the completed and signed form via the Seezame platform.
After the CNPD has verified that your complaint is complete and admissible, it will be forwarded to the European Data Protection Board (EDPB), which will forward it to the US authority responsible for handling the complaint, namely the Civil Liberties Protection Officer (CLPO) of the Office of the Director of National Intelligence. The CLPO is responsible for determining whether the safeguards provided for in Presidential Executive Order 14086 or other applicable US laws have been violated and will, where warranted, take appropriate binding corrective measures. The CNPD will inform you of the outcome of your complaint by the CLPO and of any recourse available to you.
