SID Supervision Coordination Group

The Joint Supervisory Authority (JSA) for Customs was established on the basis of Article 18 of the Convention of 26 July 1995 on the use of information technology for customs purposes. It is competent to supervise operation of the Customs Information System (CIS).

Composition

JSA Customs consists of two representatives from each State party to the Convention, drawn from the respective national data protection supervisory authorities.

Duties and tasks

The tasks of JSA Customs are:

  • to supervise the functioning of the Customs Information System;
  • to supervise the operations carried out on the CIS;
  • to examine any difficulties of application or interpretation which may arise during operation of the CIS system;
  • to study problems which may arise with regard to the exercise of independent supervision by the national supervisory authorities of the Member States;
  • to study problems which may arise in the exercise of rights of access by individuals to the System;
  • to draw up proposals for the purpose of finding joint solutions to problems;
  • to draw up opinions on the satisfactory nature of measures for data protection.

To be able to meet its obligations, JSA Customs has access to the Customs Information System.
